天津海關多項舉措助力外貿發展 今年前11月京津冀出口1.18萬億元，增長26%

據天津海關統計，今年1至11月，京津冀進出口總值4.03萬億元，同比增長26.1%，占全國進出口總值的11.4%，占比較去年同期提升0.4個百分點。其中，出口1.18萬億元，增長26%；進口2.85萬億元，增長26.2%。

　　今年以來，國內經濟穩定復蘇，國際市場需求逐步改善，京津冀外貿量穩質升，月度進出口已經連續10個月保持同比兩位數增長。據了解，進口方面，原油、金屬礦及礦砂、汽車和天然氣位居進口商品前4位，進口分別增長33.2%、21.6%、17.8%和57.8%；出口方面，國際市場需求增加利好出口，成品油、醫藥品、鋼材、手機和電子元件位居出口商品前5位，出口分別增長5.5%、539.8%、60.7%、28%和27.5%。從貿易國來看，歐盟位居京津冀貿易伙伴首位，進出口增長16.7%，占同期京津冀進出口總值的14.3%；對東盟增長23.9%，占10.4%。

　　“為推動京津冀外貿經濟穩定發展，天津海關在優化營商環境、促進跨境貿易便利化等方面持續發力，天津口岸服務京津冀外貿發展作用不斷增強。”天津海關統計分析處處長李倫介紹。同時，天津海關不斷深化與北京、石家莊海關協作，三地海關成立京津冀協同發展組，創新“監管產裝、抵港直裝”業務模式，助力出口貨物通關。北京、石家莊海關在該模式下對轄區出口生產型企業進行監裝作業，企業完成提前報關后，貨物抵達天津口岸即可享受“抵港直裝”便利化措施，有效縮短在港等待時間。

　　此外，天津海關還聯合北京、石家莊海關，推廣天津關港“集疏港智慧平臺”，實現“車貨船三維智能匹配”“雙重匹配”等智能服務，京津冀三地企業在天津港提箱或裝船時，可依托該平臺開展進口貨物“船邊直提”、出口貨物“抵港直裝”作業，進口提箱用時由1至2天壓縮至最短1.5小時。
